Update git submodules
* Update extensions/PageImages from branch 'wmf/1.38.0-wmf.17'
to be9977362eadab8302460a0b15e1cd3f144adcd3
- Strip comments from indicators
They are documented as being HTML, so look for candidate comments and
strip them, same as we do for the main HTML.
